The eight education industry standards issued by the Ministry of Education will be formally implemented on March 1. Among them, the four standards related to campus sports include the "2020 Equipping standard of educational equipment for physical education and health in senior middle schools", "2020 Specification for the court construction and equipment configuration of mini-basketball", "2020 Specification for the court construction and equipment configuration of mini-volleyball", "2020 Specification for the court construction and equipment configuration of mini-football".


Mini-basketball, mini-volleyball, and mini-football refer to basketball, volleyball and football for children aged 6-12.

01. Equipping standard of educational equipment for physical education and health in senior middle schools


The "Outline of the "Healthy China 2030" Plan" proposes that "by 2030, the school sports facilities and equipment configuration will reach 100% of the standards." In October 2020, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Comprehensively Strengthening and Improving School Sports Work in the New Era", which clearly stated that "to make up for the shortcomings of teachers, venues, equipment, etc., to promote the balanced development of school sports."


Senior high school physical education and health education is an important link and key stage for the comprehensive implementation of the integrated school physical education and health education of large, middle and elementary schools. Equipping standard of educational equipment for physical education and health in senior middle schools is aimed at ordinary high schools to carry out physical education and health teaching and extracurricular sports activities, material conditions such as equipment and equipment required for after-school sports training and campus sports competitions have been clearly stipulated.

The standard divides the equipment into "Universal", "Physical fitness", "Health education", "Track and field sports", "Gymnastics", "Ball sports", "Water or ice sports", "Wushu and traditional folk sports", "New sports" 9 modules.


——"Universal" includes basic auxiliary equipment, measuring tools, and intelligent equipment required for physical education;


-"Physical fitness" includes physical fitness tests and basic fitness equipment;


-"Health education" includes electronic equipment, audio and video materials, books, and software;


-"Track and field sports" includes basic equipment for running, straddling, jumping, and shooting;


-"Gymnastics" includes basic gymnastics and rhythmic gymnastics equipment;


-"Ball sports" includes basic equipment for football, basketball, volleyball, table tennis, and badminton;


-"Wushu and traditional folk sports" includes basic equipment for Wushu and traditional sports;


-"Water or ice sports" includes basic equipment for swimming, skating, and skiing;


-"New sports" includes basic equipment for orienteering, synchronized rope skipping, roller skating, and rock climbing.

The standard stipulates the quantity, specifications, functions, equipment requirements, use and storage requirements of sports equipment.


The standard requires that the safety of school outdoor fitness equipment should comply with the provisions of Chapter 5 in GB 19272-2011. Sports equipment entering the school should obtain a qualified inspection report issued by the product quality inspection agency that has passed the qualification certification and meets the relevant standards.


02. Specification for the court construction and equipment configuration of mini-basketball


The standard stipulates the general requirements for the construction of basketball courts and equipment for compulsory education primary schools, the requirements for the construction of the venue, the requirements for equipment and the inspection methods.

The standard stipulates the general requirements for the construction of mini-volleyball courts and equipment for compulsory education primary schools, the requirements for site construction, the requirements for equipment and the inspection methods.

04. Specification for the court construction and equipment configuration of mini-football


The "Specification for the court construction and equipment configuration of mini-football" stipulates the general requirements, site construction requirements, equipment equipment requirements and inspection methods for the construction of mini-football fields and equipment in compulsory elementary schools.

The shock absorption should be 55% to 70%.

The traction coefficient should be 1.2 to 1.8.


The sliding resistance should be 120~220.


The artificial turf's resistance to artificial weathering, the total amount of polymer in the synthetic material particles used for filling, the limit of harmful substances in the finished product and raw materials, and the odor should meet the requirements of GB 36246-2018 "Sports areas with synthetic surfaces for primary and middle schools".

Finally, mention the index in the synthetic material surface - the total amount of polymer, because recently the Shandong Provincial Municipal Supervision Bureau revealed that the raw materials of the campus tracks of three companies in Qingdao did not meet the new national standards, and the unqualified items were the total amount of polymers. The total amount of polymer is related to the elasticity and anti-aging properties of the synthetic material surface. Within a certain range, the higher the total amount of polymer, the better the elasticity of the sports surface and the better the anti-aging performance.


The new national standard GB 36246-2018 "Sports areas with synthetic surfaces for primary and middle schools" pointed out in the preparation instructions that the quality of the synthetic material surface non-slip rubber granules and artificial grass-filled synthetic material granules sold on the market is very different. Taking EPDM granules as an example, the total amount of high polymer in the currently marketed granules ranges from less than 10% to more than 30%, and the price varies greatly. The selection of particles with different high polymer content has an impact on the cost of the entire synthetic material sports ground floor. It is very large, which causes the construction party to use a large number of inferior particles to reduce costs, which greatly affects the performance and service life of the site.


Therefore, the new national standard stipulates that the total polymer content of the synthetic material surface layer non-slip rubber particles and artificial grass-filled elastic particles is not less than 20% to ensure the quality of the particles and further improve the performance and anti-aging performance of student sports venues.
